Richard J. Rheaume, P.E., L.S.P.
Chief Engineer

As principal and chief engineer, Rich Rheaume oversees many of the firm's large, complex projects. He has 36 years of design experience for a broad range of projects including residential, commercial, office, industrial, institutional, and municipal. Rich is a Registered Professional Engineer in the State of Massachusetts, Rhode Island and Connecticut and a Licensed Site Professional in Massachusetts.

Robert M. Forbes, P.E.
Senior Civil Engineer

Bob Forbes has been with Prime Engineering since 1997 and has over 18 years experience in the civil engineering field. Mr. Forbes has been in responsible charge of many engineering projects varying greatly in size and scope. Some of the projects that Mr. Forbes has worked on include Sewer System Evaluation Surveys, Inflow and Infiltration Studies, Solid Waste facilities design and permitting, residential and industrial subdivision design and permitting, commercial site design, roadway design, drainage design, and wetlands permitting.

Evan K. Watson, P.E.
Project Engineer

Evan Watson is an experienced project engineer who is involved in all aspects of the assessment and design of site developments. His experience extends from land survey and subsurface investigation to design, permitting, and construction oversight. He has worked on a broad range of residential, commercial and industrial projects.

Courtney Estaphan
Project Engineer

Courtney Estaphan is a Project Engineer with over five years of experience in the civil and environmental field. Courtney originally joined Prime as a summer intern in 1999 working for the survey department. She rejoined the firm in 2003 and has continued as a project engineer to the present. Courtney works on a variety of projects extending from Subsurface Sewage Disposal System Design to Remedial Site Design as well as working the Massachusetts Department of Environmental Protection regulations. She has been responsible in assisting with site research, environmental data analysis, site permitting, and site assessment.

Jamie L. Bissonnette, P.E.
Project Engineer

Jamie Bissonnette is a project engineer who has over six years of experience with design and permitting. His responsibilities include site assessment, subsurface sewage design, conservation design and permitting, residential site design and commercial site design.

Bob Rego, P.E.
Project Engineer

Bob Rego has been with Prime Engineering, Inc. since 1996 and has 16 years experience as a Civil/Environmental Engineer in Massachusetts. Mr. Rego has worked at a broad range of projects including site design, septic system design, environmental permitting, hazardous waste assessment, and remediation.

James R. Larson, P.L.S.
Chief Surveyor

James Larson has been with Prime Engineering since 1996 and is responsible for the management of Prime Engineering survey projects. He has extensive experience on a broad range of varied survey and engineering projects throughout New England, Ohio and Alaska. Mr. Larson has been Chief Surveyor in responsible charge of commuter rail line construction, portions of the Boston Central Artery-Tunnel construction and large scale commercial and residential development projects. He has been responsible for extensive Property Line, Construction, Land Court and Title Insurance Surveys and Expert Witness Testimony.

William I. Morse, P.L.S.
Senior Surveyor

William Morse has been with Prime Engineering since 1999 and has over 40 years of Land Survey experience. Mr. Morse has been in responsible charge of a vast array of survey and engineering projects including large scale boundary line and mapping projects for residential and commercial development, Land Court and Title Insurance Surveys and Power Transmission Line Takings. Mr. Morse has earned a reputation as a leading expert on Land Survey Case Law and has extensive experience working with project Legal teams and providing Expert Witness Testimony.

Bernard N. Perrotty, P.L.S., E.I.T
Project Surveyor

Bernard Perrotty has been with Prime Engineering since 1997. Mr. Perrotty has been responsible for Property Line and Mapping Surveys throughout Massachusetts including document research, survey field crew supervision and survey computations and plan preparation.
